The Stormwater Management and Road Tunnel (SMART) is the longest tunnel in Malaysia and the second longest stormwater tunnel in Asia. The 13.2m diameter tunnel consists of a 9.7km stormwater bypass tunnel, with a 4km dual-deck motorway within the stormwater tunnel.

The Stormwater Management and Road Tunnel (SMART TUNNEL) Programme by the Kuala Lumpur City Hall is a comprehensive flood management and traffic solution designed to mitigate the risk of flooding and reduce traffic congestion in the city. The programme involves the construction and operation of a dual-purpose tunnel, which serves as both a stormwater storage facility and a traffic tunnel. During periods of heavy rain, the tunnel is used to divert stormwater from the city's drainage system and store it temporarily, reducing the risk of flooding in the city center. During normal conditions, the tunnel is used to accommodate traffic, providing a faster and more efficient route for vehicles traveling through the city. The SMART TUNNEL is equipped with state-of-the-art monitoring and control systems, enabling the City Hall to manage the tunnel's operations and respond quickly to changing conditions. The programme is an innovative and sustainable solution to address two critical urban challenges faced by Kuala Lumpur - flooding and traffic congestion - and has been recognized internationally for its effectiveness and efficiency.
